Drupal Community Portal

Hi,
I'm sure this has been identified and fixed many times before.
Links in the Admin tool are missing the filename as per following url:
http://localhost/?q=user/password
I insert the filename and all works well. I know this should work without the filename, and as per previous posts, I ensured changes to the DirectoryIndex var in httpd.conf and BaseURL in settings.php were made but no joy.
Can anybody think of anything else I might be missing out on.
