Upgrade from d6 to d7, missing expandable links in menus

just did a test upgrade on a copy of my site from d6 to d7
followed all directions, update.php ran, and now the d7 pages show menu items such as
Management
User menu
Development
but they are not expandable, i am logged in as user1 but i can not get to any menu items
please help me get the menus back
